IT in the District

   National Informatics Centre , District Unit Purnia (Bihar) , introduced information Technology (IT) in the district in the year 1997-98 and since then it is spreading day by day leading to the evolution of Rural Informatics in the district .It is worth mentioning that induction of IT in Rural Development and its subsequent evolution have not been easy task, owing to the unstructured nature of RD Domain, slow pace of development reforms, low IT literacy and usual reluctance to adopt IT. Nevertheless IT in the district has reached a stage today where IT finds a significant place not only in terms of expanse and magnitude of its application but also in terms of technological advancement.

Following are windows views of major IT applications across various layers of administrative set up:

Computerisation of Treasury Purnia 

In the year 1998, the computerisation of Treasury Purnia took place as a part of first step towards introduction of IT culture in the district with many folds activities & views. The projects have been dedicated to the working people of Purnia district who now met their all financial clearance & queries from a single window of Treasury. The Online Treasury activities have given pace to complicated works of Treasury not only in transactions of bills but also its accountings have been significantly improved and is now less risky.

Computerisation of Transport Department

The Transport department of the district have been online for the first time in Bihar . Provisions have been made to receive direct tax through Bank Draft through single window system resulting substantial growth in tax collection. This district have actually paved the way to set an example to apply the technique of IT culture for the rise of status of State and hence the Country .

Computerisation of General Provident fund accounts

To tackle various chronic problems of District Provident Fund Office, Purnia, NIC Purnia has taken the project of computerisation of GPF accounts on priority basis. Since this district keeps records of GPF accounts for three districts namely Purnia , Kishanganj & Araria , database of Employee Master consisting around 35,000 records have been created with additional manpower and efforts . Since Govt. of Bihar has circulated instructions to clear GPF accounts of individual from the year 2001-2002 onwards on the basis of Treasury Schedule, NIC Purnia have finished entries of said period for Purnia district in the record time and report consisting individual contribution to GPF has been generated and handed over to DPFO for official use. Now this deduction slip is being used by the administration for any type of payment to individual and thus bans the wrong payment and tempered entries. Since the district has also advantage to run fully computerised Treasury Accounts System, efforts are on to link GPF accounts with Treasury billing system to get Optimum outputs. To incorporate this, training to GPF and Treasury employees of Purnia district has already been organised in the office of NIC, Purnia. Terminals are also installed in the Treasury Computer Centre to get GPF inputs from Treasury Software.

Computerisation of Commercial Tax

The NIC, Purnia has taken another important project related with revenue generation on priority basis to project light on monthly/quarterly/annual deposit by various registered venders through Treasury Challan. This project is running side by side with Treasury accounting software and is an excellent example to link various departments in one chain and via one software. The financial report of said department is being generated along with monthly Treasury accounts and is in use by District Administration and Commercial Tax department as well. Apart from this, NIC Bihar State Unit, Patna have taken steps to fully computerise the Commercial Tax Department, Purnia with the help of State Govt. of Bihar, for which site has been selected in the office of Joint Commissioner, Commercial Tax, Purnia and hardware have been installed. Works may be started very soon.

Land Records Computerisation

Land Record Computerisation, a central Govt. sponsored project, has been initiated in this district to promote IT culture in the remote & rural sector of the district. Since this project requires more spaces and payment counters are to be made and existing site of NIC Purnia is already flooded with works and present space is insufficient to cope with, Collector Purnia decided to allot us more spaces & facilities by constructing a new site of approximate area 1200 sq. ft using special funds of MP/MLA. Tenders inviting venders for data entry has already been published in newspaper and process are on to select vendor to start data entry of Khatian at the earliest.

Community Needs Assessment Approach (CNAA)

Another Central Govt. sponsored project in which monthly achievements of different Primary Health Centre of Purnia district have been incorporated, have been launched and two days training program of user department had been organised in NIC, Purnia attended by people of Medical department. The monthly report generated by the software provided by Ministry of Family Welfare, New Delhi is being sent to Ministry using email facility of our centre.

Targeted Public Distribution System (TPDS)

The software of TPDS has been given by the Ministry of food & Civil Supplies relating with ration issued to Red cardholders and has implemented here immediately. The monthly report is being sent each month.

Relief Database

During the flood time, NIC Purnia has created database relating with relief distribution. This database has been widely utilised to review relied distribution works by higher official. Also to send daily/weekly reports to Government became easy as database had been updated in day to day basis.

Parliamentary & Assembly Election

NIC Purnia have been deeply involved in electioneering activities of Parliamentary as well as Assembly Elections conducted during last 6-7 years. Databases containing vital information of district, personnel, polices, para-military forces etc have been created and have been used in many ways to assist district administration. The data have also been sent & received using NETWORK facilities of NIC. Our contributions have been appreciated from all corners and we have been awarded many times along with letter of appreciation presented to NIC-Team.

Web Site making

NIC Purnia is making its own web site using Microsoft FRONT-PAGE. The final works are being submitted before Head of State for its publication on worldwide Wave.

Panchayat Elections

The state Bihar has just finished Panchayat Election, which held, after a gap of about 23 years. As computers are being deployed during various previous elections, administration doesn't have any alternative than to chose our computers to carry out various Panchayat Election works. In this way, IT culture is trying to reach to our Panchayats.
